On December 4, 2015, the Fixing America’s Surface Transportation Act (FAST Act) was signed into law. Title 41 of this Act, referred to as “FAST-41”, created a new governance structure, set of procedures, and funding authorities to improve the Federal environmental review and authorization process for covered infrastructure projects. Stockbridge-Munsee Community Band of Mohican Indians is a Federally recognized Tribe whose reservation is in Shawano, Wisconsin. The Tribal Historic Preservation Office (THPO), tasked with dealing with Section 106 and FAST-41 related projects, is based out of Williamstown, Massachusetts. The FAST-41 Project Specialist will provide dedicated project review and GIS management capabilities in support of the Tribe’s effectiveness with cultural resource consultations for FAST-41 projects. Subject to annual renewal for 2 years contingent on continued funds.

All employees of Stockbridge-Munsee Community must meet the following qualifications:

  1. Must submit to and pass a pre-employment drug and health screening.
  2. Must be at least 18 years of age, unless otherwise stated on job description.
  3. Must maintain an acceptable departmental attendance record.
  4. Must be able to work weekends, nights and holidays.

 

FAST-41 Project Specialist duties:

  1. Establish and maintain Historic Preservation GIS database for projects under review and integrating historical cultural resource data.
  2. Carry out FAST-41 related project monitoring as needed, including travel on-site.
  3. Manage email account dedicated to FAST-41 project reviews and consultation correspondence.
  4. For FAST-41 related projects, consult inter-governmentally as a representative of Stockbridge-Munsee Community with appropriate Federal and State agencies in accordance with Section 106 of the National Historic Preservation Act; and State Indian Nations cultural resource policies regarding the Tribe’s interest in protecting Mohican and Munsee historic sites in coordination with the THPO.
  5. For FAST-41 related projects, conduct research utilizing local personnel, State Historical Society or any other archives or institutions for the collection of information to record, analyze and evaluate data for identification of cultural sites.
  6. Prepare project activities reporting as needed by the Department and per funder requirements.
  7.
