VTPro error: "Crestron app themes not installed"

New install on Windows 10, everything is working except compiling Crestron App projects. VTPro says: "[ error ]: Crestron app themes not installed."
What is that referring to? I can compile other SmartGraphics panels, so that's not the problem. The theme (Neo) is installed. VTPro is running as administrator, UAC is off. What am I missing?
