Modified District Government Services for New Year’s Day
Wednesday, December 27, 2023 On Monday, January 1, District Government will observe the New Year’s Day holiday. While some services will be affected, many District employees will continue serving to maintain essential District operations. Mayor Bowser will also host residents and visitors at the Fresh Start 5K on New Year’s Day. Residents can register for the 5K in advance at fitdcfreshstart5k.com. In-person registration begins at 10 am on January 1 and the race begins at 11 am, beginning at Freedom Plaza. WHAT’S OPEN ON MONDAY, JANUARY 1 Access to Emergency Shelter All low-barrier shelters for individuals experiencing homelessness operate year-round. All low-barrier shelters remain open 24 hours and will remain open all day on Monday, January 1. Individuals and families seeking access to homeless services should call the DC Shelter Hotline at (202) 399-7093 or the Mayor’s Citywide Call Center at 311 at any time of the day or night. The Downtown Day Services Center (The Center) located at 1313 New York Ave NW, is providing walk-in services to guests with no appointment required. Center hours of operation are 9 am – 5 pm, Monday through Friday. Entry will be permitted on a first-come, first-served basis. Guests will be provided with a wristband that must be worn while in the Center. Available walk-in services include showers, laundry, medical & mental health treatment, computer access, electronic/mobile device charging, housing case management, employment counseling, harm reduction services, legal counseling and other vital services. Full capacity lunch services will continue Monday through Friday 11 am – 1 pm. Zoe’s Doors Youth Drop-In Center located at 900 Rhode Island Avenue NE, is providing walk-in services for residents experiencing homelessness. Center hours of operation are from 2 am – 8 pm on Monday, January 1. DC Department of Behavioral Health (DBH) services and supports are available during this holiday season. Community members experiencing mental wellness challenges or crises may call 988 anytime to connect with a trained counselor. The following resources are also open on Monday, January 1:
The Department of Parks and Recreation (DPR) outdoor parks, playgrounds, athletic courts, and fields will be open. All previously permitted events on these outdoor spaces will take place as scheduled. Modified Service Adjustments The DC Department of Public Works (DPW) will not collect household trash and recycling on Monday, January 1. Trash and recycling collections will “slide” for the remainder of the week into Saturday. For example, households that normally receive trash and recycling collections on Monday, will be serviced on Tuesday, January 2. Leaf collection will operate on schedule. Bulk trash removal will be suspended on Monday, January 1 and will resume on Tuesday, January 2.
Construction: The District Department of Transportation (DDOT) will suspend construction and work zones for non-emergency work in roadways, alleys, and sidewalks within the District’s right of way. This includes manhole access and construction-related deliveries. Approved construction activities may resume Tuesday, January 2 during permitted work hours. Lane Restrictions: DDOT will suspend reversible lane operations city-wide on Monday, January 1 on the following: Canal Road between Chain Bridge and Foxhall Road NW Rock Creek Parkway (controlled by the National Park Service) 16th Street NW between Irving Street and Arkansas Avenue NW The DC Department of Buildings (DOB) does not normally permit construction on District Government holidays, and violations could result in a Stop Work Order and fines. No construction will be allowed on Monday, January 1 for the holiday without a companion Afterhours Permit. Without a companion Afterhours Permit, work for which a construction permit is required is illegal and could result in a Stop Work Order and may be subject to a $4,000 fine. Illegal construction reports can be made using the Illegal Construction Inspection Request Form or afterhours by calling 311. DOB offers many online services, tools, and resources, enabling customers to conduct business 24 hours per day, seven days per week. Parking Enforcement: All parking enforcement will be suspended on Monday, January 1 except for Streetcar ticketing and towing. Parking enforcement will resume on Tuesday, January 2. All DC Circulator routes are operating on normal schedule. DC Streetcar runs a Sunday schedule on Monday, January 1 from 8 am to 10 pm It is operating on a normal schedule on Tuesday, January 2. WHAT’S CLOSED ON MONDAY, JANUARY 1 DC Public Schools (DCPS) is closed from Friday, December 22 through Tuesday, January 2 and will reopen on Wednesday, January 3. DC Public Library (DCPL) All DC Public Library locations will be closed on Sunday, December 31 and Monday, January 1. The Library will be available online at dclibrary.org. For more information on available Library programs, visit dclibrary.org or download the Library’s app. Department of Parks and Recreation (DPR) recreation centers, community centers, and indoor aquatic centers will be closed on Monday, January 1. DPR facilities will operate at normal hours on Tuesday, January 2. The Department of Human Services Economic Security Administration Service Centers will be closed on Monday, January 1. DC Health’s Licensing and Renewal Division will be closed Monday, January 1 except for the online license applications system which will be available at doh.force.com/dchealthrenewals/s/portal-page. All Department of Motor Vehicles (DMV) will be closed on Saturday, December 30 and Monday, January 1. Regular business hours will resume on Tuesday, January 2. Customers are encouraged to use online options by visiting dmv.dc.gov or downloading the agency’s free mobile app. The Department of Employment Services Navigation Call Center and all-American Job Centers will be closed on Monday, January 1. Residents are encouraged to file unemployment insurance claims online at does.dc.gov. The DC Department of Housing and Community Development (DHCD) Homeowner Assistance Fund (HAF) Hotline will be closed on Monday, January 1. The Sasha Bruce Youth Drop-In Center for District residents experiencing homelessness will be closed on Monday, January 1. Public Defender Film Screening and Workshop
Kick off the new year with a powerful evening of connection, conversation, and storytelling at DC Public Library! On Thursday, January 9 at 7 p.m. at the Martin Luther King Jr. Memorial Library, we are excited to host a two-part event with filmmaker Andrea Kalin and executive producer Richard Schiff (The West Wing, The Good Doctor). The evening begins with a 60-minute Interactive Listening Workshop led by Peoplehood, a pioneering organization focused on fostering relational health. Through guided breathing exercises and dialogue, you’ll gain valuable tools to navigate differences, build stronger relationships, and find clarity in challenging conversations.
The second part of the evening features a screening of Public Defender, an award-winning documentary that has sparked nationwide conversations. After the film, stay for a thought-provoking panel discussion with the filmmakers and key participants as they explore the documentary’s themes and their relevance to today’s challenges. In honor of the holiday season, DC Public Library will be observing special hours on Tuesday, Dec. 31. The Martin Luther King Jr. Memorial Library will be open from 9:30 a.m. - 3:30 p.m. Neighborhood branches will be open from 9 a.m. - 3:30 p.m. and co-located libraries will be open from 10 a.m. - 3:30 p.m.
All library locations will then be closed on Wednesday, Jan. 1. From all of us here at DC Public Library, we wish you happy and healthy New Year!

Sharpie and other inks can be easily dissolved with rubbing alcohol or nail polish remover. Works great on clothing stains! Unfortunately, it also works on paper.

How unfortunate.
The gold-standard response to this form of fraud, of course, is to simply quit mailing checks, and use electronic payments, in which you give the payee permission to take the funds directly out of your bank account. No paper, no postage, nothing but swift invisible funds transfer. I always found check-writing, mailing, and checkbook tending tedious, so I adapted to electronic payment readily and gratefully.
But even I, though a sworn enemy of check mailing, have a few bills each year that I cannot pay by electronic transfer of funds and I must only pay by sending a check. So for those few payees, I have found useful the guidance put out by the ABA, pasted in below, on how to safely write checks. Click the link, or google ABA PRACTICE CHECK SAFETY GUIDE.
Key among the recommendations:
— Use a permanent gel pen to write checks (the ink from gel pens permeate the paper and cannot be rinsed off); and
— Fill in all spaces on the paper check completely, so fraudsters cannot rewrite them to change your intended numbers and names.

The guidelines don’t say this, but I suspect an addressed envelope written in permanent gel ink may be a disincentive for thieves to open.
Nevertheless, anyone who can avoid writing a paper check should do so. Paper checks are buggy whips.

Me, too.
I am disappointed to learn this form of criminality continues, apparently on a large scale. Since our experience with check fraud involving theft from the mail in February (no loss to us, thanks to the fraud unit at Bank of America), we have found security in the ACH function of our checking account. I use it for payments to vendors, family, and Federal and D.C. taxes, etc. No hiccups yet.

Stop using personal checks! Instead, pay by bank check from your own bank, which you can easily do online.
Personal checks take a lot more processing rigmarole for banks also. Even paying tax bills by credit card makes more sense. - previous message -

Gerard Leval, a Washington lawyer and author, has a disturbing OpEd in today's Wall Street Journal describing how a check he mailed to DC for a tax payment was stolen and cashed by a thief. According to Leval, DC, bank and postal authorities had to be dragged into any kind of action. It's another instance in what has become all too common a crime followed by a half-hearted response.
I wonder if United Parcel Service is a good substitute when sending a substantial check by mail. Using electronic means to transfer funds is a good alternative, when available. Aggressively going after mail pirates apparently isn't on, according to Leval.

No. 2 daughter came from her home across the sea, we rented a car and drove the endless turnpike to Massachusetts to celebrate with the rest of the family. We laughed a lot, ate too much, starting with the cookies made from my mother’s traditional recipes—fondly remembered flavors of my youth—anise, ginger, sesame, citrus, a wee bit of rum, chocolate and especially butter! We exchanged gifts, some silly, some I will cherish forever, though maybe never need. What do you give an eighty++ grandmother who wants nothing? Chocolate!!! Attending Christmas Eve service sitting between my two daughters surrounded me with a warmth and security I had not felt in a long time. Not since I was a little girl sitting between my parents, to keep me from squirming I believe. I closed my eyes and it was 6:30 PM on Christmas Eve in a little German Lutheran congregation on the East side of Detroit. The fathers in their best suits, the mothers with an extra splash of Midnight in Paris all over themselves. The children lined up according to height in the basement Sunday school room ready to troop up the stairs, through the pastor’s study (the only time we would ever see this room, an ordinary study, btw,) except for the few boys who would some day be married in the little church. ISO Recommendations for Vetinarians in DC (not VA/MD) for cats with thyroid disease?
Hello,
Can anyone recommend a vetinarian in DC only? My cat has thyroid disease and also needs his blood pressure checked. Are there also labs that do blood work for pets if you have a vet order already? I presume not possible but just want to confirm -- I definitely need a good vet recommendation for here in DC.

As a victim to this exact crime myself (except it was to the IRS instead of DC), I HIGHLY recommend these two steps:
1. Arrange with IRS for regular withdrawals directly from your bank acccout
2. Sign up for an account DC treasurer. They won't auto withdraw, but you can use it like an online bill pay for each quarterly payment
I have done this and have had no problems.

Gerard Leval, a Washington lawyer and author, has a disturbing OpEd in today's Wall Street Journal describing how a check he mailed to DC for a tax payment was stolen and cashed by a thief. According to Leval, DC, bank and postal authorities had to be dragged into any kind of action. It's another instance in what has become all too common a crime followed by a half-hearted response.
I wonder if United Parcel Service is a good substitute when sending a substantial check by mail. Using electronic means to transfer funds is a good alternative, when available. Aggressively going after mail pirates apparently isn't on, according to Leval.

ISO Gutter Cleaner
Does anybody have a recommendation for a gutter cleaner? I need a service that will also bag the debris after it is clean.
